the lowest level necessary to complete the work.
The second IT audit, conducted in 2010, was a
success. The IT auditor’s purpose was to evaluate
the computer-processing environments and general
controls to help ensure the reliability of the business
and financial systems during the current and
future reporting periods. The IT auditor found that
deficiencies noted in the authority’s first IT audit
had been corrected. Suggestions for improvements
were made, but no written comments were received.

outsourced its IT needs to the consulting firm.
Management oversees all IT functions performed
by the consulting firm, with a dedicated network
engineer on site at least two days a week. The
consulting firm has implemented website
enhancements, installed upgrades and provided
support. Other firm representatives, based on their
expertise, have provided network-cabling services
and assisted with office software problems.
When the dedicated network engineer is not on
site, a help desk system is available by Internet
or telephone. Many issues have been resolved
quickly through the consultant’s remote access to
our system. All consultant representatives with
authorized access to NAA systems have been
vetted through the NAA’s security protocol.
So far, outsourcing IT has worked well for the
day-to-day operations of the NAA; however, short-and long-term planning expectations have not
been met. As aptly put by our executive director,
“IT changes rapidly, and we need to look to the
future and plan accordingly. We do not want to be
surprised or miss an opportunity to improve.”
